PWP - 057 Competition in Electricity Supply : will “ 1998 ” be worth it ? Richard Green and Tanga

چکیده
Starting in 1998, the electricity market in England and Wales will be opened up to full competition, and all consumers will be allowed to choose their electricity supplier. This promises to result in lower prices, but there will be additional transactions costs exceeding £100 million a year for the first five years. Relative to a counterfactual without competition, there are likely to be large transfers from electricity companies (and the coal industry) to consumers, but the companies lose more than consumers gain. This conclusion might be reversed if competitive pressure leads to significant additional cost savings in the future. 1.Introduction Restructuring of the electricity industry in the United Kingdom has been in progress since the introduction of the 1989 Electricity Act. Since then the industry has been privatised and much of it opened up to competition. Competition in electricity supply, the retailing activity of selling electricity to consumers, has evolved in stages. It began in 1990 when the largest 5,000 customers with a maximum demand in excess of 1 MW were allowed to choose their supplier. In 1994, competition was made available to an additional 50,000 customers with a maximum demand of between 100 kW and 1 MW. The 23 million domestic and small business consumers in the “franchise market,” who are currently

Economists know how to calculate optimal prices for electricity transmission. These are rarely applied in practice. This paper develops a thirteen node model, based on the transmission system in England and Wales, incorporating losses and transmission constraints. It is solved with optimal prices, and with uniform prices for demand and for generation, but re-dispatching to take account of trans...

This paper investigates three models to implement Tradable Green Certificates (TGC) system with aid of game theory approach. In particular, the competition between thermal and renewable power plants is formulated in three models: namely cooperative, Nash and Stackelberg game models. The price of TGC is assumed to be determined by the legislative body (government) which is fixed. Numerical examp...
متن کاملPWP-044r An Empirical Analysis of the Potential for Market Power in California's Electricity Industry
Using historical cost data, we simulate the California electricity market after deregulation as a static Cournot market with a competitive fringe. Our model indicates that, under the pre-deregulation structure of generation ownership, there is potential for significant market power in high demand hours, particularly in the fall and early winter months when hydroelectric output is at its lowest ...

Policy makers need to be acquainted with market competition statue. it would ease the decision making and restructuring of market. The aim of this study is to measure the competition of the wholesale electricity market and then investigate the impact of market power on wholesale electricity price during 2013 to 2017. The Result shows that market share of P.U.s in the wholesale electricity marke...
